Let x = side length of the smaller triangle;
2x = side length of the larger
:
let b = base length of both triangles
:
4x + b = 41; perimeter of the larger triangle
2x + b = 23: perimeter of the smaller triangle
------------- Subtract
2x = 18 cm; side length of larger triangle
x = 9 cm; side length of the smaller

Find the base: 23 - 18 = 5 cm

Check using perimeter: 2(18) + 5 = 41; and 2(19) + 5 = 23
