X+1 is member who paid this year
Y is the money from last year
Y-.70 is what members paid this year.
I don't know how to set it up, or solve it

multiply by x(x+1), cancel the denominators and you have:
63(x+1) - 63x =.7x(x+1)
63x + 63 - 63x = .7x^2 + .7x
Arrange as a quadratic equation on the right
0 = .7x^2 + .7x - 63
divide equation by .7, this gives us some whole numbers to deal with, results:
x^2 + x - 90 = 0
Factors easily to
(x+10)(x-9) = 0
the positive solution
x = 9 members last year
