Times involved are equal so make a time equation from that. Time = dist/speed

Cross multiply and you have:
13x = 10(x+18)
13x = 10x + 180
13x - 10x = 180
3x = 180
x = 180/3
x = 60 mph is L's speed, of course then cop's speed is 78 mph
