I would get rid of denominators first by multiplying both sides of the inequality times 2:
3%2F2+%3C+3x%2F2+%2B+3 --> 3+%3C+3x+%2B+6
Next, I would subtract 6 from both sides:
3+%3C+3x+%2B+6 --> -3+%3C+3x
Finally, I would divide both sides by 3:
-3+%3C+3x --> -1+%3C+x
