"Simplified" can be a matter of opinion.

The expression is a complex fraction because the denominator still contains a fraction. Try multiplying the entire fraction by 2%2F2 to clear the denominator of 2 in the main denominator:
%281%2F%28x%2B7%2F2%29%29%2A%282%2F2%29
=2%2F%282x%2B7%29, no longer complex but is simplified.
