You can put this solution on YOUR website! The factor 2/7 affects broadness horizontally but not position.  The negative factor, -(2/7) means that the parabola has a maximum.  (Opens down). 
 This parabola function is in standard form, and the vertex point,[ (h, k) ], is the point (8, 19).  Compare from the model standard form f(x)=a(x-h)^2+k
