I tried setting it up as d=rt and plugged in 30=12r but when trying to solve I get stuck in trying to get this to equal it out. I may be setting this up wrong though.

You are right that we have to use d = rt
remember d stands for distance, r for rate or speed and t is time
We have to make sure the units we are working with are consistent
Since we want to know the speed in miles per hour, we need to make sure the distance is in miles and the time is in hours
Since we are given 30 minutes we need to convert that into hours which is .5 hours
Substitute:
12 miles = r (.5 hours)
Divide both sides by .5
r = 12/.5 = 24 mph
