A few simple algebra operations will do it
:
3x - 9y = 3
subtract 3x from both sides
-9y = -3x + 3
y has to be positive, multiply both sides by -1
9y = 3x - 3
The coefficient of y has to be 1, divide both sides by 9
y = 3%2F9x - 3%2F9
reduce the fractions
y = 1%2F3x - 1%2F3
where
m = 1/3 and b = -1/3
