my work:
x=cost per person
y=number of people
x(25)=400
divide out 25 from both sides and get $16.00.
I'm not sure if i did the problem right when it says varies inversely.

X=400/25=$16.00 IS CORRECT.
INVERSE MEANS AS THE NUMBER OF PEOPLE INCREASE THEN THE AMOUNT DECREASES.
THUS: IF YOU HAVE 40 PEOPLE THEN THE PRICE IS:
40X=400
X=400/40
X=$10.00 PER PERSON.
ALSO IF THERE ARE ONLY 16 PEOPLE THEN.
16X=400
X=400/16
X=$25.00
