x + 1 = second integer

x + x + 1 ≤ 13 {sum is at most 13}
2x + 1 ≤ 13 {combined like terms}
2x ≤ 12 {subtracted 1 from each side}
x ≤ 6 {divided each side by 2}

smaller integer is less than or equal to 6
