Let +a+ = number of apples he has
Let +b+ = number of oranges he has
given:
(1) +a+=+b+%2B+4+
(2) +a+%2B+b+=+28+
-----------------
By substitution:
(2) +b+%2B+4+%2B+b+=+28+
(2) +2b+=28+-+4+
(2) +2b+=+24+
(2) +b+=+12+
and, since
(1) +a+=+b+%2B+4+
(1) +a+=+12+%2B+4+
1) +a+=+16+
He has 16 apples and 12 oranges
