Wife DATA:
rate = x kph ; time = 1.5 hours ; distance = rt = 1.5x km
---------
Husband DATA:
rate = 2x kph ; time = 1.5 hours; distance = rt = 3x km

EQUATION:
distance - distance = 7.5 km
3x - 1.5x = 4.5 km
1.5x = 7.5
x= 5 kph ( wife's rate)
2x = 10 kph (husband's rate)
