           -5 < 2x - 8  ≤ 9

Add 8 to all three sides:

           -5 < 2x - 8 ≤  9
           +8      + 8   +8
           ----------------
           -1 < 2x     ≤ 17

Divide all three sides by 2:

           -1%2F2 < 2x%2F217%2F2

 or

               -1%2F2 < x ≤ 17%2F2
