You can put this solution on YOUR website!
If you're talking about 4%5E%28x%2B3%29-1, the range is y+%3E+-1 because the range of the parent function 4%5Ex is y+%3E+0 (since 4%5Ex is always positive). Then you shift it down 1 unit to get 4%5Ex-1 and this alters the range to become y+%3E+-1
