The perimeter of a rectangle is 38ft.  

The lengthhighlight%28x%29 is 1ft longer than the widthhighlight%28y%29. 

  2x + 2y = 38ft

   x + y = 19ft    x+=+y%2B1%29

  (y + 1) + y = 19

       2y = 18

        y = 9ft, the length.  The width x is  10ft
