The list of perfect square numbers (smaller than 28) are

1, 4, 9, 16, 25


Divide 28 by each number to get

28/1 = 28
28/4 = 7
28/9 = 3.11111111111111
28/16 = 1.75
28/25 = 1.12

So we can see that 4 is the largest perfect square factor because this is the largest divisor where we get a whole number as a result (the rest give us decimal numbers).
