I have tried for an hour to figure this problem. Below is how I am trying to solve it.
3x-2-2x/4+1=-3/2
1x-2/4+1=-3/2
1x-2+2/4+1=-3+2/2
1x/4+1=-1/2
1x/4+1-1=-3/2
1x/4*4/1x=-3/2*4/1
x=-12/2or -6
My text book shows the answer as 8

[(3x-2)/4]+1=(2x-3)/2
Comment: Since you used no parentheses to indicate where numerators
start and end I have inserted some so I can tell what I am doing.

If above correctly interprets your problem proceed as follows:
Multiply both sides by 4 to get:
3x-2 + 4 = 2(2x-3)
3x+2=4x-6
x=8
