  where m is the slope and b the y-intercept.

line with the equation y=2/3x-17/3,  m = 2/3

Line perpendicular to this line:  m = -3/2

y= (-3/2)x + b  ||using (x,y)ordered pair (3,4) to solve for b

  17/2 = b 

y= (-3/2)x +17/2    0r  3x + 2y = 17
