Multiply both sides by 5

Create common denominator
x = -15(2/2) - 5/2
x = -30/2 - 5/2
Subtract
x = -35/2
x = 17 1/2

Check
1/5(-35/2) + 1/2 =
-7/2 + 1/2 = -6/2 = -3
