you need two points to draw line. This equation is in slope intercept form, so you could use the y intercept as one point (0,-2) and then use the slope to move to the next point.
For me, the easiest way to plot a line is to find the two easiest points I can find. For that, I simply plug in a 0 for one coordinate and then solve for the other one.
So set y=0 and solve for x
0+=+-3x-2
2=+-3x
-2%2F3+=+x so one point is (-2/3, 0)
Now set x=0 and solve for y
y+=+-3%2A0+-2
y+=+-2 (as we already knew from intercept
The second point is (0,-2)
Plot those two and draw the line connecting them

y=-3x-2
find x-intercept:
set y=0
0=-3x-2
3x=+-2
x=+-2%2F3..........x-intercept is at (-2%2F3,0)...that is one point
find y-intercept:
set x=0
y=-3%2A0-2
y=+-2..........y-intercept is at (0,-2)...that is second point
plot these two points and draw a line through
