Using the standard slope-intercept form for an equation of a line y = mx + b

  where m is the slope and b the y-intercept.

m = 1/2 and the y-intercept is (0, -2)

The equation is y=mx+b where m is the slope and b is the y intercept. The b is the value of y at the point where x = 0 so b would be -2.
y=1/2x+(-2)
