The greatest possible value for one of them would be obtained if all the others are as small as possible. The smallest positive even integer is 2. If 11 of the 12 numbers are 2, then the remaining number will the the largest possible. If 11 of them are 2, that gives a total of 22 from those 11 numbers. The other number must be 46-22 or 24.
