percent means per one hundred ( in latin )
Say the fraction is 7/9
Write the equation
+7%2F9+=+x%2F100+
Multiply both sides by +900+
+700+=+9x+
+x+=+77.777+
7/9 = 77.778 %
( note that the 7's repeat infinitely, but I have to stop somewhere )

to convert fractions to percents, divide the top of the fraction by the bottom, multiply by 100 and add a "%" sign (the "%" means "per 100")


Example: What is 5%2F8 as a percent?
divide 5 by 8;
5%2F8=+0.625, then multiply by 100 and your answer is: 62.5
add a "%" sign: 62.5%
