+abs%28sqrt%28+3+%29-1%29+ .......the absolute value is the distance of a quantity from zero, regardless of a sign
in your case abs%28sqrt%283%29-1%29 is equal to:
+sqrt%283%29-1+ and +-%28sqrt%28+3+%29-1%29+

So, the absolute value of +sqrt%28+3+%29-1+ is +sqrt%28+3+%29-1+, and the absolute value of +-%28sqrt%28+3+%29-1%29+ is also +abs%28sqrt%28+3+%29-1%29+.
The symbol "|" is placed either side to mean "Absolute Value", so we can write:
+abs%28sqrt%28+3+%29-1%29+ = +sqrt%28+3+%29-1+
