The probability of drawing a heart is 13/52.
The probability of drawing an ace is 4/52.
If the question asked for the probability of drawing a heart AND an ace, you would multiply the probabilities. Since it asks for the probability of a heart OR an ace, you add the probabilities.
13/52 + 4/52 =17/52

The probability of drawing an ace is 4/52.
