I think it means to factor (simplify) the expression sqrt(9100).
Use the identity (property) that
(1) sqrt(a*b) = sqrt(a) * sqrt(b)
Apply this to your problem and get
(2) sqrt(9100) = sqrt(100) * sqrt(91) or
(3) sqrt(9100) = 10*sqrt(91) which is a "mixed" radical, ie a whole number times a radical.
