Let x = number of people paying $14
then because a total of 27000 people were at the game we have
27000-x = number of people paying $6
.
14x + 6(27000-x) = 210000
14x + 162000-6x = 210000
8x + 162000 = 210000
8x = 48000
x = 6,000 (paid $14)

People paying $6:
27000-x = 27000-6000 = 21000
