In terms of maths we have y alpha 1%2Fx or converting to an equation, y+=+k%2Fx where k is the constant of proportionality. Now we need to find the value of k. For this we need to know y and x, which we do from the question. So put the values into the equation to find k.
k%2F4=8
k=32
So the equation is now: y+=+32%2Fx. You can now do the final part: "find y when x=16".
y+=+32%2F16
y+=+2
Hope that helps.

You can use my pluggable solvers that would solve quadratic equations and 2x2 linear systems, do Simplification and substitution solvers, (for now) for you, and will "show work". See this example and its source. Learn more about pluggable solvers. They are great for your productivity and sanity. It saves you time and lets you concentrate on the truly interesting part of tutoring, not on solving boring repetitive problems. It also points students to interactive solvers/lessons where they can learn by themselves.
Re-use most frequently used solvers, do not reinvent the wheel. Most problems are standard! It is easy: click the button and replace the values with those from the problem that you are solving. The student, then, will see your explanation and work of the solver. Most solvers give very detailed explanations.
OK so for your equation. IDK.

Please help me answer the following question: If y varies inversely as x and y=8 when x=4, find y when x=16
-------------
y varies inversely as x --> y = k/x where k is some constant.
---
y=8 when x=4 --> 8 = k/4 --> k = 32
---
find y when x=16
y = 32/16
y = 2
