if segment cd bisects segment rs, but segment rs does not bisect cd, then segment cd and segment rs have only one point in common and it id end point of segment rs (either point r or point s lies is midpoint of segment cd)
so, it is possible...

draw a line segment rs perpendicular at a point r or s on a line segment cd

Sure: As you can see, CD bisects RS but RS does not bisect CD
