The line has an undefined slope. Hence, any perpendicular to such a line must have a zero slope (horizontal). Lines with a zero slope have the characteristic that all points on the line have identical coordinates. Just set equal to that value. In the case of horizontal lines the slope-intercept and standard forms are identical.
