Subtract +5+ from both sides
+-5+%2B+3+-+2x+=+3y+
Rearrange the left side
+-2x+-+5+%2B+3+=+3y+
+-2x+-+2+=+3y+
Now turn it around
+3y+=+-2x+-+2+
Divide both sides by +3+
+y+=+%28-2%2F3%29%2Ax+-+2%2F3+ answer

how to turn 3-2x=5+3y into slope intercept form ... by solving for y
5 + 3y = 3-2x
3y = -2x - 2
y = (-2/3)x - 2/3
m = -2/3 and the y-intercept is -2/3 Pt(0,-2/3)
