4x - 12y + 6x - 17 +y
Combine like terms

Distribute inside the parentheses first
9(-3x + 5y - 7(x) - 7(6y))
9(-3x + 5y - 7x - 42y)
9(-10x - 37y)
9(-10x) - 9(37y)

Distribute the negative
3x + 2y - 2x + 2y + y
Combine like terms
