To make it in that form, write the corresponding terms of your equation
and ax² + bx + c = 0 so that they line up vertically like this:
ax² + bx + c = 0
 z² + 7z     = 0
Then put a "1" before the "z²" underneath the "a" and "+ 0" underneath the "+ c"
ax² + bx + c = 0
1z² + 7z + 0 = 0
And we see that a = 1, x = z, b = 7, and c = 0
