Divide by a, the coeffient of x^2

c = (b/2)^2 = (3/2)^2 = 9/4
Add c to both sides
x%5E2+%2B+3x+%2B+9%2F4+=+16%2F4
%28x+%2B+3%2F2%29%5E2+=+4
x + 3/2 = ± 2
x = -3/2 ± 2
