here you have a linear function, and a graph will be a line; so, you need to find two points and plot them and draw the line through them
if x=0...->y=-%282%2F3%290-3=-3
first point is (0,-3)
if y=0...->0=-%282%2F3%29x-3....->%282%2F3%29x=-3....->2x=-9....->x=-9%2F2=-4%281%2F2%29
second point is (-4%281%2F2%29,0)
