The maximum y is in the vertex of parabola y=-x%5E2%2B7x%2B3
x-coordinate of the vertex x=-7%2F%282%2A%28-1%29%29=3.5
y-coordinate of the vertex y=f%283.5%29=-%283.5%29%5E2%2B7%2A3.5%2B3=15.25
Answer: 15.25
