where(h,k) is the vertex  



Assume you meant: 

f%28x%29=3x%5E2-24x-3+=+3%28x-4%29%5E2+-+48+-+3+=+3%28x-4%29%5E2+-51  

parabola opening Upward a = 3 > 0,    Vmin(4,-51)
