Give the 2 and the 3 exponents of 1

Multiply all 6 exponents inside the parentheses,
top and bottom, by the exponent outside the
parentheses, -2.

2%5E%28-2%29x%5E%28-4%29%2Ay%5E6+%2F+3%5E%28-2%29x%5E%28-10%29y%5E%28-4%29+

Move all the factors with negative exponents across
the fraction bar and change their exponents to positive:

3%5E2x%5E10y%5E6y%5E4+%2F%282%5E2x%5E4%29+

Add the exponents of the y's in the top.
Subtract the exponents of the x's
Write 3² as 9 and 2² as 4

9x%5E6y%5E10+%2F4+
