You can put this solution on YOUR website!
All horizontal lines have a slope of zero.
We use the point-slope formula
y - given y coordinate = slope(x - x coordinate).
y - (-8) = 0(x -(-1))
y + 8 = 0
y = -8 is the horizontal line that passes through the given point (-1, -8).

Any horizontal line has one value for
+y+ no matter what +x+ is
The point that it passes through tells
you what that value is.
The point is (-1,-8), so the equation is
+y+=+-8+
