Subtract 1/4 from each side:

m%2B1%2F4+-1%2F4+%3C=1%2F2-1%2F4
m%3C=1%2F4

Draw a numberline, locate the number at m=1/4, shade everything that is to the LEFT of 1/4 and INCLUDE the endpoint.
