If the new line is perpendicular to this one ... its slope is the opposite reciprocal of -1/3 .... +3

plug in (-1,2)
+2+=+3%28-1%29+%2B+b+
solve for b
+2+=+-3+%2B+b+
+5+=+b+

+y+=+3x+%2B+5+
