multiply both eqns by 10 
so 
2x+4y=17 ......eqn 3 
83x-63y=-43 ...eqn 4 
multiply eqn 3 by 83 & eqn 4 by 2 7 subtract 
166x+332y=1411 
166x-126y=-86

     458y=1497 => y=1497/458=3.27 
from eqn 3 x=(17-4x3.27)/2=1.96 
ans upto 2 decimals
