Lets assume that the length of the rectangle is x. That means that the width is 0.4x. You find the perimeter of a rectangle by adding twice the length and twice the width together. So lets add 2x and 0.8x together and set that equal to 42, the perimeter.
2.8x=42
Now lets divide both sides by 2.8 to find the value of x.
x=15
And that means that the length is 15. Now, if the width is 40% of the length, then the width is 6.
So the width is 6 meters, while the length is 15 meters.
