her formula is:
t - 3 < 26 degrees.
this means that t has to be less than 29 degrees.
it t was 29 degrees, then 29 - 3 = 26 which is NOT less than 26 degrees.
if t is less than 29 degrees (say 28 for example), then 28 - 3 = 25 which IS less than 26 degrees.
