-18x-28%3C=-2x%2B13 Combine like terms on the left side.


-18x%3C=-2x%2B13%2B28 Add 28 to both sides.


-18x%2B2x%3C=13%2B28 Add 2x to both sides.


-16x%3C=13%2B28 Combine like terms on the left side.


-16x%3C=41 Combine like terms on the right side.
