0%3C-4x%2B13%2B15 Add 15 to both sides.


4x%3C13%2B15 Add 4x to both sides.


4x%3C28 Combine like terms on the right side.

x%3C7 Reduce.

Add -13 to both sides

Multiply both sides by and reverse the sense of the inequality because of multiplication by a negative number.
