You can rewrite this equation in exponental form according to the following:
log%28b%29%28x%29+=+y means b%5Ey+=+x Applying this to your equation:
log%284%29%28x%29+=+1%2F2 means:
4%5E%281%2F2%29+=+x or
sqrt%284%29+=+x
x = +/- 2
