Use the Rule of Order (Sometimes abbreviated as BIMDAS or BEDMAS) to work out what operation to do first. The problem only involves division so work from left to right.
Do the -9+%2F+3+=+-3 part first.
Then do %28-3%29+%2F+2+=+-1.5 The answer could also be written as negative one and a half.
