Using the standard slope-intercept form for an equation of a line y = mx + b
where m is the slope and b the y-intercept.
Find the equation of the line through (1,3) and perpendicular to 2x-3y=5
2x-3y=5 OR y = (2/3)x - 5/3 m = (2/3)
perpendicular Lines have slopes that are negative reciprocals of one another

y = (-3/2)x + b ||using Pt(1,3) to solve for b
3 = (-3/2) + b
9/2 = b
y = (-3/2)x + 9/2 or 3x + 2y = 9
