You've done the first step, you can now divide both sides of the = sign by -4.
-4y%2F-4=28%2F-4
1y=-7
highlight%28y=-7%29

Check, do both sides = if y=-7?
3(-7)-7(-7)=28 ?
-21+49=28 ?
